313. Subject Property Description <br /> As mentioned earlier, the subject property is located off Hualalai <br /> Road, approximately 700-feet east of its intersection with Queen <br /> Ka`ahumanu Highway in Kailua-Kona. The subject parcel can be <br /> identified by TMK: (3) 7-5-017:044 and consists of 23.738 acres of <br /> land zoned Agricultural 1-acre (a-1 a). The vegetation on the parcel is <br /> primarily guinea grass (Megathyrsus maximus), haole koa (Leucaena <br /> leucocephala), opiuma (Piphecellobioum dulce) and kukui (Aleurites <br /> moluccanus). Portions of the parcel have been cleared for utility <br /> storage (480 sq-ft frame utility shed) and aggregate stockpiling by the <br /> property owner. <br /> There is a 1,000-foot-long gravel access road that connects from <br /> Hualalai Rd to the project site. The road is approximately 12 to 15 feet <br /> wide. The applicant and landowner intend to pave the driveway in the <br /> future, though the estimated date of completion is not currently known. <br /> 3C. Institutional Considerations <br /> State Land Use <br /> The subject site is designated State Land Use Agriculture. Based on <br /> the size of the project area no State Land Use Commission action is <br /> required. The County of Hawaii can process the special permit <br /> request. <br /> Special Management Area <br /> The subject property is approximately 1 mile from the coast and <br /> outside of the SMA. <br /> County Zoning and General Plan <br /> The County zoning of the subject site is Agriculture 1-acre (A-1a). The <br /> County General Plan Land Use Pattern Allocation Guide (LUPAG) <br /> map designates the subject parcel as Urban Expansion. In the Hawaii <br /> County General Plan, the Urban Expansion designation allows for a <br /> mix of high, medium, and low density, industrial, industrial-commercial <br /> and/or open designations in areas where new settlements may be <br /> desirable, but where the specific settlement pattern and mix of uses <br /> have not yet been determined. Relative to this designation, the <br /> General Plan allows consideration for a "Special Permit"on <br /> agricultural land where the requested use meets certain criteria as <br /> 11 <br />
