Further, the proposed project is <br /> aligned with its urban expansion designation due to the nature of the <br /> proposed use. <br /> General Plan Discussion <br /> The Hawaii County General Plan serves as a guide for decision- <br /> makers in land use matters. The proposed project is conducive to the <br /> General Plan's guidelines as it conforms to the following goals, <br /> policies, and standards of the General Plan: <br /> 2.2 Goals <br /> (a) Provide residents with opportunities to improve their quality of <br /> life through economic development that enhances the County's <br /> natural and social environments. <br /> (b) Economic development and improvement shall be in balance <br /> with the physical, social, and cultural environments of the island <br /> of Hawaii. <br /> 2.3 Policies <br /> (x) Encourage the health wellness industry. <br /> 12.2 Goals <br /> (a) Provide a wide variety of recreational opportunities for the <br /> residents and visitors of the County. <br /> (b) Maintain the natural beauty of recreation areas. <br /> (c) Provide a diversity of environments for active and passive <br /> pursuits. <br /> 12.3 Policies <br /> (c) Recreational facilities shall reflect the natural, historic, and <br /> cultural character of the area. <br /> (g) Facilities for compatible multiple uses shall be provided. <br /> (h) Provide facilities and a broad recreational program for all age <br /> groups, with special considerations for the handicapped, the <br /> elderly, and young children. <br /> (i) Coordinate recreational programs and facilities with <br /> governmental and private agencies and organizations. <br /> Innovative ideas for improving recreational facilities and <br /> opportunities shall be considered. <br /> 14.1.3 Policies <br /> 12 <br />
