The KCDP identifies the proposed connector road passing through the <br /> subject property, just makai of the existing warehouse as 19-C <br /> Kakalina Street Extension (Nani Kailua Drive to Puapua'anui Street) <br /> (Figure 5). While the proposed alignment is conceptual the proposed <br /> use would not preclude this alignment. In fact, the proposed use would <br /> serve to anchor the alignment of the planned connector road. <br /> 3D. Surrounding Zoning and Land Uses <br /> The County zoning of the subject property is Agricultural 1-acre (A-1a) <br /> within the Agricultural State Land Use District. The zoning <br /> designations of the surrounding properties are mixed as there are A- <br /> 1 a. A-5a, RS-10, and RS-7.5 designations adjacent to and near the <br /> subject parcel. The adjacent properties remain largely undeveloped. <br /> Pualani Estates subdivision is approximately 950 ft south of the <br /> subject property. <br /> 3E. Flood Insurance Rate Map <br /> The Federal Emergency Management Agency's Flood Insurance Rate <br /> Map (FIRM) designates the proposed special permit area to be in <br /> Zone X (areas outside of 500-year flood) (Figure 6). The Wa'iaha <br /> Drainageway Splitflow No. 2 runs through the parcel from the <br /> northeast corner diagonally to the southwest corner. However, the <br /> warehouse was constructed in a portion of the parcel that is not in the <br /> drainageway in order to mitigate potential flood impacts. The proposed <br /> access driveway is crossed by this drainageway although potential <br /> flooding concerns on the driveway should be reduced on completion <br /> of the flood control structures and in the interim secondary emergency <br /> access will be provided by the mauka-makai driveway. <br /> 3F. Archaeological Resources <br /> No additional land clearing is anticipated for the proposed use. A no <br /> effect letter was issued by the State Historic Preservation Division for <br /> a previous Special permit application for rock crushing and baseyard <br /> operations on a 9.23-acre portion of the subject property (Exhibit C). <br /> Archaeological resources are not anticipated to be encountered due to <br /> construction and improvements being limited to areas that are already <br /> cleared and/or developed. <br /> Furthermore, in the event any inadvertent discoveries are made during <br /> any land disturbance activity relating to this project, work will cease, <br /> 14 <br />
