(fl Encourage the development and maintenance of communities <br /> meeting the needs of its residents in balance with the physical <br /> and social environment. <br /> Approval of the requested Special Permit would be in line with the <br /> aforementioned economic, recreation, and land use goals and policies <br /> of the General Plan through the operation and establishment of a <br /> gymnastics and sports fitness facility that supports and provides <br /> healthy and active pursuits for the West Hawaii community. <br /> Kona Community Development Plan <br /> The Kona Community Development Plan (KCDP) attempts to further <br /> define the General Plan and serves as a guide for decision-makers. <br /> The subject parcel is situated within the Kona urban area and in the <br /> Pua'a-Wa'iaha Village The proposed change of zone request is <br /> conducive to the following goals, objectives, and policies outlined in <br /> the KCDP: <br /> Policy LU-1.2: Urban Area. The majority of future growth in Kona <br /> shall be directed to the Kona Urban Area shown on the Official Kona <br /> Land Use Map, which spans from the Kona International Airport to <br /> Keauhou subject to the policies set forth under Objective LU-2 Urban <br /> Area Growth Management. <br /> Policy LU-1.4: Consistency with Land Use Pattern Allocation <br /> Guide (LUPAG). The current LUPAG accommodates the vision and <br /> needs for the Kona CDP area planning horizon and should be <br /> amended only for compelling reasons. Any rezoning application shall <br /> be consistent with the LUPAG. <br /> Transit-Oriented Development (TOD). The development of compact, <br /> mixed-use villages which would integrate housing, employment, <br /> shopping, and recreation opportunities. Villages would be designed <br /> around transit stations/stops which would reduce the need for daily <br /> trips and financially support the expanded transit system. <br /> The subject parcel is located within the Pua'a-Wa'iaha neighborhood <br /> village. According to the KCDP, neighborhood village core areas allow <br /> for small-scale commercial uses like the proposed gymnastics facility. <br /> Further, the proposed use is aligned with the subject parcel's <br /> designation as a part of the Neighborhood Village secondary area, <br /> intended to include uses that serve TOD residents, such as schools <br /> and community parks. <br /> 13 <br />
