3C. Institutional Considerations State Land Use The subject site is designated State Land Use Agriculture. Based on the size of the project area no State Land Use Commission action is required. The County of Hawaii can process the special permit request. Special Management Area The subject property is approximately 4.5 miles from the coast and outside of the SMA. County Zoning and General Plan The County zoning of the subject site is Agriculture 3-acres (A-3a). The County General Pian Land Use Pattern Allocation Guide (LUPAG) map designates the subject parcel as Rural. Relative to this designation. the General Plan allows consideration for "a Special Permit"on agricultural land where the requested use meets certain criteria as outlined in Section 4 of the Permit Application and Chapter 205 of the Hawaii Revised Statutes as amended. General Plan Discussion The Hawaii County General Plan serves as a guide for decision- makers in land use matters. The proposed project is conducive to the General Pian's guidelines as it conforms to the following goals, policies, and standards of the General Plan: 2.2 Goals (a) Provide residents with opportunities to improve their quality of life through economic development that enhances the County's natural and social environments. (b) Economic development and improvement shall be in balance with the physical, social, and cultural environments of the island of Hawaii. (d) Provide an economic environment that allows new, expanded, or improved economic opportunities that are compatible with the County's cultural, natural and social environment.
