3C. Institutional Considerations <br /> State Land Use <br /> The subject site is designated State Land Use Agriculture. Based on <br /> the size of the project area no State Land Use Commission action is <br /> required. The County of Hawaii can process the special permit <br /> request. <br /> Special Management Area <br /> The subject property is approximately 4.5 miles from the coast and <br /> outside of the SMA. <br /> County Zoning and General Plan <br /> The County zoning of the subject site is Agriculture 3-acres (A-3a). <br /> The County General Pian Land Use Pattern Allocation Guide <br /> (LUPAG) map designates the subject parcel as Rural. Relative to this <br /> designation. the General Plan allows consideration for "a Special <br /> Permit"on agricultural land where the requested use meets certain <br /> criteria as outlined in Section 4 of the Permit Application and Chapter <br /> 205 of the Hawaii Revised Statutes as amended. <br /> General Plan Discussion <br /> The Hawaii County General Plan serves as a guide for decision- <br /> makers in land use matters. The proposed project is conducive to the <br /> General Pian's guidelines as it conforms to the following goals, <br /> policies, and standards of the General Plan: <br /> 2.2 Goals <br /> (a) Provide residents with opportunities to improve their quality of <br /> life through economic development that enhances the County's <br /> natural and social environments. <br /> (b) Economic development and improvement shall be in balance <br /> with the physical, social, and cultural environments of the island <br /> of Hawaii. <br /> (d) Provide an economic environment that allows new, expanded, <br /> or improved economic opportunities that are compatible with <br /> the County's cultural, natural and social environment. <br /> (e) Strive for an economic climate that provides its residents an <br /> opportunity for choice of occupation- <br /> 9 <br />
