Further, it is unlikely that this site would be used as a <br /> processing plant, as it would be more economical to send the grown products <br /> elsewhere. <br /> The project area is outside of any officially designated floodway. <br /> Nonetheless, a drainage system will be designed in a manner to protect the <br /> property as well as to minimize the volume of surface runoff generated by this <br /> development. This may be also accomplished through having an approved <br /> SCS agricultural conservation plan. <br /> As the site has been fully improved in the past, it would not appear to have <br /> any archaeological sites. Nonetheless, work will cease if unanticipated <br /> archaeological remains are discovered while continuing its farming <br /> operations. Work will resume only after proper clearances from the State <br /> and/or County have been received. <br /> Being fully disturbed, the prospects of the site serving as a habitat for rare or <br /> endangered plant or animal life appear remote. <br /> As the A-5a zoning would allow a farm dwelling,the project will indirectly <br /> fulfill the objectives of the housing element by creating additional lots. Even <br /> if only the potential for two (2)more lots would be realized,the project would <br /> still provide lots while enhancing the site's agricultural potential. <br /> The Plan also emphasizes that developments be mindful of an area's natural <br /> beauty. In this situation, the project has been used in a manner where it <br /> blends with the existing terrain. Furthermore, the project should create no <br /> adverse visual impacts to Mauna Kea or Waipio Valley from the Belt <br /> Highway. <br /> As the project site is about eight(8) miles from the ocean,the usual coastal <br /> resources concern is absent or not pronounced. There will be no interference <br /> with shoreline access. Then,too,through the use of a DOH-approved <br /> wastewater system, impacts to the coastal water will be minimized. <br /> There will be little impact to public facilities. The wastewater will be private. <br /> The applicant will construct the water and road systems. Schools and other <br /> public facilities are also located proximate to the site,most of them being less <br /> than two (2) miles away in the town of Waimea. <br /> In terms of the Land Use and Agricultural elements,the pertinent goals, <br /> policies,and standards of the General Plan note the following: <br /> 6 <br />
