Goals <br /> ■ Designate and allocate land uses in appropriate proportions and mix <br /> and in keeping with the social, cultural and physical environments of <br /> the County. <br /> ■ Protect and encourage the intensive and extensive utilization of the <br /> County's important agricultural lands. <br /> • Preserve the agricultural character of the island. <br /> • Preserve and enhance opportunities for the expansion of Hawaii's <br /> Agricultural Industry. <br /> • Assist in the development of agriculture. <br /> ■ Encourage other compatible economic uses that complement existing <br /> agricultural and pastoral activities. <br /> • Encourage the development and maintenance of communities meeting <br /> the needs of its residents in balance with the physical and social <br /> environment <br /> • Zoning requests shall be reviewed with respect to General Plan <br /> designation, district goals, regional plans, State Land Use District, <br /> compatibility with adjacent zoned uses, availability of public services <br /> and utilities, access, and public need <br /> • The compatibility of agricultural and non-agricultural uses should be <br /> carefully reviewed and where appropriate,buffers required <br /> • Rural-style residential-agricultural developments, such as new small- <br /> scale rural communities or extensions of existing rural communities, <br /> shall be encouraged in appropriate locations <br /> • Agricultural land may be used as one form of open space or green belt <br /> Finally, the General Plan's Courses of Action for the District of South Kohala <br /> notes the following: <br /> Economic <br /> • The County shall assist the further development of agriculture in the area <br /> Land Use—A riculture <br />
