The County has designated the <br />Office of Housing and Community Development (OHCD) to administer the CDBG funds for the County. <br />The purpose of the CDBG funds is to encourage the development of viable communities by providing <br />decent housing, suitable living environments and expanding economic opportunities principally for <br />persons of low and moderate income. <br />The OHCD requests project proposals from government agencies/departments and non-profit <br />organizations. The Hawaii County Housing Agency/Hawaii County Finance Committee approves the <br />resolution to receive the CDBG allocation and the Hawaii County Council approves the resolution <br />authorizing the Mayor to receive, execute and submit the Action Plan to HUD for approval. <br />The County of Hawaii is not a direct recipient of the HOME Investment Partnerships (HOME) <br />Program. The State of Hawaii is the recipient of the HOME funds and is, therefore, required to submit <br />and report on the performance of the State's Consolidated and Action Plans. (The information on the <br />County's HOME Program is provided in the County's CAPER for informational purposes only. The official <br />HOME Performance Report can be found in the State's CAPER). <br />The County of Hawaii is also not a direct recipient of the National Housing Trust (HTF) Program. The <br />State of Hawaii is the recipient of the HTF funds.
