c <br />lentify the geographic distribution and location of investments <br />Target Area Planned Percentage of Actual Percentage of (Narrative Description <br />Allocation Allocation <br />Table 4 — Identify the geographic distribution and location of investments <br />Narrative <br />The County of Hawaii does not target any particuIargeographic area to distribute its CDBG, HOME and <br />HTF funds. In order to meet the priorities, objectives and performance measures, the County distributes <br />its CDBG, HOME and HTF allocations through a Request for Proposal (RFP) process. This competitive <br />process is intended to ensure that the projects funded by the County are consistent with the County's <br />priorities as contained in the Consolidated Plan, are eligible for CDBG, HOME and HTF funds and can be <br />implemented in a timely manner. <br />In 2020, the County also received $1,543,033.40 of CDBG-CV1, $978,184.00 of CDBG-CV2 and <br />$1,077,958.00 of CDBG-CV3 funds from the CARES Act for a total of $3,599,175.00 of CDBG-CV <br />funds. As a requirement to receive these funds, the County submitted a Substantial Amendment to <br />receive, add new projects and activities for the utilization of CDBG-CV 1, CDBG-CV2, CID BG-CV3 funds <br />and amended the 2015-2019 Consolidated Plan, Annual Action Plan and Citizen Participation Plan to <br />include waivers allowed under the CARES Act and to change the County's project selection and funding <br />allocation during a disaster and emergency proclamation. <br />The CARES Act for CDBG-CV funding, authorized grant waivers and alternative requirements of statutes <br />and regulations pertaining to these funds. These waivers and alternative requirements are necessary to <br />expedite and facilitate the use of these funds to prevent, prepare for, and respond to the Coronavirus <br />(COVID-19). <br />The County submitted its waivers to HUD to utilize a 5 -day comment period instead of the minimum 30 - <br />day public comment period for Substantial Amendments to its Consolidated Plan, Citizen Participation <br />Plan and Funding Allocation process and awarded funds to 8 projects which addressed the prevention, <br />preparedness and response to the Corona Virus. <br />The CDBG-CV funding were allocated to non-profit service providers for projects that prevent, prepare <br />for, and respond to the Coronavirus (COVID-19). <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />CAPER <br />10 <br />
