to <br />Kailua-Kana. Construction is scheduled to begin in the 2021-2022 fiscal year. Phase 1 of the project will <br />provide for a 24/7 assessment center, community center, kitchen facilities, safe parking, manager's unit <br />and 16- individual micro units. Focus of Kukuiola is on singles and couples. Phase 2 of the project will <br />include additional buildings for the delivery of services and an additional 48 permanent affordable rental <br />units. <br />Helping low-income individuals and families avoid becoming homeless, especially extremely <br />low-income individuals and families and those who are: likely to become homeless after <br />being discharged from publicly funded institutions and systems of care (such as health care <br />facilities, mental health facilities, foster care and other youth facilities, and corrections <br />programs and institutions); and, receiving assistance from public or private agencies that <br />address housing, health, social services, employment, education, or youth needs <br />The Community Alliance Partners, a consortium of agencies representing county and state government, <br />non-profit homeless service providers, domestic violence program providers, health care provicirs, <br />businesses, private funders and community advocates and volunteers meet on a monthly basis to <br />discuss barriers and develop solutions to address the needs of our most vulnerable community <br />members. The CAP continues to look at opportunities to collaborate to maximize the number of <br />households served by funding received from federal, state and private grants. <br />In early 2021, the County was informed of the US Department of Housing and Urban Development's <br />Emergency Voucher Program. The County received an initial allocation of 110 vouchers. The program is <br />scheduled to launch in late summer 2021. <br />Helping homeless persons (especially chronically homeless individuals and families, families <br />with children, veterans and their families, and unaccompanied youth) make the transition to <br />permanent housing and independent living, including shortening the period of time that <br />individuals and families experience homelessness, facilitating access for homeless individuals <br />and families to affordable housing units, and preventing individuals and families who were <br />recently homeless from becoming homeless again <br />The CQVID-19 pandemic impacted all of us and more so, our vulnerable population. With the use of <br />federal funds, the County implemented several programs to support household who were directly and <br />indirectly impacted by the coronavirus pandemic. <br />In January 2021,the County received approval of a grant from the Cities for Financial Empowerment to <br />implement a Financial Empowerment Center on Hawaii. The free one-on-one counseling services will <br />provide opportunities for community members to connect to financial counselor to help with addressing <br />financial barriers. <br />OMB Control No: 2506-6117 (exp. 09/30/2021) <br />CAPER <br />19 <br />
