:1 <br />CR -45 - CDBG 91.520(c) <br />Specify the nature of, and reasons for, any changes in the jurisdiction's program objectives <br />and indications of how the jurisdiction would change its programs as a result of its <br />experiences. <br />The County's Consolidated Pian contains the priorities and strategies far HUD programs. As a direct <br />recipient of CDBG funding, the County is required to submit a Consolidated Plan. The County's priorities <br />and objectives such as housing, homelessness, public health and safety, federal mandates, public <br />facilities, infrastructure, public services, economic development and fair housing remain unchanged. <br />The County however did amend its 2015-2019 Consolidated Plan to receive CDBG-CV funds and to add <br />activities that address infectious disease as high priority for public services. <br />The State of Hawaii's Consolidated Plan contains information for the HOME, ESG and HDPWA <br />programs. The State's plan includes strategies for housing, homeless and other special needs. The <br />County, as a recipient of these State administered federal funds, has adopted and complies with the <br />State's Housing, Homeless and Other Special Needs Priorities. <br />All projects selected for CDBG funding must demonstrate that they are consistent with the County's <br />Consolidated Plan's priorities and objectives. <br />In order to meet the priorities and objectives, the County distributes its CDBG allocation through a <br />Request for Proposal (RFP) process. This competitive process is intended to ensure that the projects <br />funded by the County are consistent with the County's priorities as contained in the Consolidated Plan, <br />are eligible for CDBG funds and can be implemented in a timely manner. <br />Does this Jurisdiction have any open Brownfields Economic Development Initiative (BEDQ <br />grants? <br />No <br />[BED] grantees) Describe accomplishments and program outcomes during the last year. <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />CAPER <br />26 <br />
