:1 CR -45 - CDBG 91.520(c) Specify the nature of, and reasons for, any changes in the jurisdiction's program objectives and indications of how the jurisdiction would change its programs as a result of its experiences. The County's Consolidated Pian contains the priorities and strategies far HUD programs. As a direct recipient of CDBG funding, the County is required to submit a Consolidated Plan. The County's priorities and objectives such as housing, homelessness, public health and safety, federal mandates, public facilities, infrastructure, public services, economic development and fair housing remain unchanged. The County however did amend its 2015-2019 Consolidated Plan to receive CDBG-CV funds and to add activities that address infectious disease as high priority for public services. The State of Hawaii's Consolidated Plan contains information for the HOME, ESG and HDPWA programs. The State's plan includes strategies for housing, homeless and other special needs. The County, as a recipient of these State administered federal funds, has adopted and complies with the State's Housing, Homeless and Other Special Needs Priorities. All projects selected for CDBG funding must demonstrate that they are consistent with the County's Consolidated Plan's priorities and objectives. In order to meet the priorities and objectives, the County distributes its CDBG allocation through a Request for Proposal (RFP) process. This competitive process is intended to ensure that the projects funded by the County are consistent with the County's priorities as contained in the Consolidated Plan, are eligible for CDBG funds and can be implemented in a timely manner.
