HUSTACE: Well just as a geographer myself, you know we've been opt to use those <br /> particular boundaries, right? Those roads, those ridgelines, those streams, and yet the <br /> blocks are deviating from those boundaries. <br /> JONES: You have to use the census blocks. That's what gets moved between districts. So <br /> a census block could contain multiple streets. They are different shapes. Like I said, most <br /> often, they follow a block like particular down in Hilo. But as you get into more rural <br /> areas, they quite often follow ridgelines, sometimes follow streams. But each one has a <br /> population, sometimes it's zero, right? Again, in the more remote areas where there is no <br /> population. And there are blocks drawn but the population will be shown as zero. <br /> KOSSOW and HUSTACE: Thank you. <br /> JONES: Sure. We have not looked at that in terms of breaking out <br /> specifically the prison populations.
