I'm also curious, besides the incarcerated, the homeless <br /> population? <br /> JONES: Homeless are counted, yes. <br /> LUL And are they put into a block where they were found? <br /> JONES: Yeah, quite often it's like at beach parks and other places. Sometimes, they'll <br /> beI mean, whichever census block they get counted in, they are counted there. Yes, <br /> absoluetly. <br /> LUL Thank you. <br /> KOSSOW: I'm sorry, was that Ms. Lui? <br /> LUL Yes, sorry. <br /> KOSSOW: Thank you. Any other questions from the Commissioners? <br /> YOSHINA: I have a question. <br /> KOSSOW: Mr. Yoshina. <br /> YOSHINA: Thank you. Royce, good to see you again, but the question has to do with, <br /> who determines these block boundaries and is there a process by which the residents of a <br /> County can input into that process? <br /> JONES: Well the Census does make the final determination, but they do work, I think, <br /> with the counties. There is a process, I haven't been involved in, but a couple of years <br /> before the census, they do share the boundaries that they're considering at the State, or <br /> the State agency, and with the County agencies. I know I've talked with some County <br /> folks on Maui before who were involved with this process. I don't really know, there <br /> probably was someone there on Hawaii County also. But there is a mechanism to get <br /> feedback back to the Census. Now, how those groups, if they seek anything from the <br /> public, I've never been aware of that. That's something I could follow—David is more <br /> familiar with that, David Rosenbrock. He's participated in those before and get feedback <br /> back to the Census because sometimes they will draw some very strange lines and it's <br /> helpful for them, because they don't always know either, right? But we know the local <br /> geography better and can give them feedback, and they have changed their lines before <br /> based on that feeback. I do know that. But I'll write a note to check with David and ask <br /> 14 <br />
