The proposed development resulting in no more than ninety (90) <br /> dwelling units or less than 10 units per acre and would be consistent <br /> with the Medium-Density Urban designation. No General Plan <br /> amendment would be required to effectuate this project. T <br /> Additionally, the affordable housing component is needed in this area <br /> and should further underscore the viability of this request. <br /> C. County Zoning <br /> The County zoning of the subject property is Agriculture (A-1 a). The <br /> majority of the surrounding properties are zoned A-1 a and RS-10. <br /> The large parcels to the south controlled by the University of Hawaii — <br /> Hilo are zoned A-1 a. The applicant will be filing a 201 H request with <br /> OHCD to bring the zoning to RM-4 and to eliminate the need for <br /> loading zones within the project site. <br /> E. Relationship to SMA <br /> The site is located approximately 1.7 miles from the coastline and <br /> outside the County Special Management Area (SMA). No SMA Use <br /> Permit is required. <br /> F. Other Permitting Requirements <br /> As noted earlier, other permits would still be required. First, a State <br /> Land Use Boundary Amendment would have to be granted and is <br /> being submitted herein. Other permits would be of the "ministerial' <br /> variety, such as Subdivision Approval, Building Permits, Grading; etc. <br /> V. ENVIRONMENTAL_ CONSIDERATIONS <br /> A. General Description <br /> The parcel is generally trapezoidal in shape and is accessed via <br /> Mohouli Street, which is a County owned and maintained paved <br /> access road with a 80-foot average right-of-way and 80-foot average <br /> pavement width. There are currently no st,uctures on the subject <br /> parcel. <br /> The site is situated at the 345 to 360-foot elevation level. The property <br /> slopes from west to east with a gradual decline. There does not <br /> 7 <br />
