The general area is primarily residential. The adjacent site to <br /> the east is planned for Fire Department use. Further to the east is the <br /> Mohouli Senior complex which includes 182 senior rental apartments <br /> and the Harry and Jeanette Weinberg Adult Day Center. Across <br /> Mchouli Street tc. the south is vacant land controlled by the University <br /> of Hawaii — Hilo. <br /> The annual median rainfall for this area is approximately 120 inches. <br /> The average daily temperature ranges from 64 degrees to 77 degrees <br /> Fahrenheit. Wind patterns are generally easterly during the day and <br /> westerly during the evenings. <br /> B. Soils and Topography <br /> The subject parcel is located entirely o the 1880-1881 Hilo Lava Flow. <br /> The young lava and little soil development on the subject parcel is <br /> unsuitable for farming or even grazing and has remained <br /> undeveloped. <br /> The property is covered with Keaukaha extremely rocky muck 2-10% <br /> slopes. The Keaukaha soil series consists of well drained thin organic <br /> soils overlying pahoehoe lava bedrock. The Agricultural Capability <br /> Subclass rating for this soils is Vlls which includes soils having very <br /> severe limitations that make the unsuited for cultivation and that <br /> restrict their use largely to pasture or range, woodland or wildlife. <br /> As noted earlier, the topography of the site slopes in a west to east <br /> direction with an average grade of 1.7 percent. <br /> C.
