IX. REGULATORY ANALYSIS <br /> A. General Plan LUPAG Map <br /> The General Plan provides for the long-range comprehensive <br /> development of the Island of Hawaii. It provides direction for balanced <br /> growth in the County. The LUPAG map designates the site primarily <br /> Medium Density Urban. This designation allows the RM-4 zoning <br /> without a General Plan amendment. <br /> B. General Plan Pollices <br /> The requested zoning would be consistent with the goals, policies, <br /> and standards of the General Pian document. <br /> For one, it may provide economic opportunities, from increased <br /> employment options and through the construction of any <br /> improvements required for the subdivision. The addition of single and <br /> multifamily residences will increase the real property values. In do ng <br /> so, the resultant project should add revenues to the County and State <br /> coffers. <br /> The project intends to be energy conscious through the use and/or <br /> encouragement of solar energy and design features to take advantage <br /> of the sun and wind patterns. <br /> Maintaining and improving the quality of the environment is important <br /> to the success of this project. The General Pian identifies five (5) <br /> areas of environmental concerns - air pollution, water quality, soil <br /> pollution, solid waste disposal, and noise pollution. As proposed, the <br /> project would not violate any of those objectives. <br /> Aside from the very limited vehicular transmission, air pollution <br /> associated with the project should be negligible. All wastewater would <br /> be put into the county sewer system. Drainage drywells will be <br /> installed as required as will erosion control measures during <br /> construction. This should be sufficient to address any potential <br /> surface water, groundwater or coastal water impacts. <br /> The archeological survey of the site did not encounter any historic <br /> sites. Nonetheless, work will cease if unanticipated archaeological <br /> remains are discovered during the development of this project. Work <br /> will resume only after proper clearances from the State and/or County <br /> have been received. <br /> 16 <br />
