Nevertheless, at its subsequent October 7, 2021 hearing, the <br /> Planning Commission allowed, over the Intervenor's objection, Connections to <br /> offer new evidence regarding actual water usage of another school in Puna as well <br /> as at its present school, demographics, USDA grants and community outreach, <br /> matters that are not contained in the original record. <br /> At its October 7, 2021 action meeting on remand, the Planning <br /> Commission voted to approve Connections' request for a Special Permit based on <br /> the former planning director's October 2012 revised recommendations.
