approval. These mitigation measures will be discussed in more detail in the Background <br /> and Recommendation Reports for the concurrent SMA and Change of Zone Applications. <br /> 28. Public Access: Conditions of SMA 25 required the development, approval, and <br /> implementation of a public access plan, including the provision of perpetual public access <br /> to the shoreline,historical preserves, fishponds, and along ponds, and historic trail <br /> alignments. A more detailed discussion of public access requirements in the areas <br /> proposed to be removed from coverage under SMA 25 will be incorporated in the <br /> Background and Recommendation reports for the concurrent SMA permits requested by <br /> the applicant. <br /> 29. Recreational Resources: All conditions of SMA 25 regarding recreational resources <br /> (including public access to the shoreline and other cultural/historical resources and trail <br /> alignments)have and will continue to be complied with. The existing public recreational <br /> resources within the WBR include lateral shoreline public access within a 60-foot <br /> shoreline setback area, public parking, and access to `Anaeho`omalu Bay, the King's <br /> Trail, anchialine pond preserve areas, and myriad other public recreational and cultural <br /> facilities largely located within the makai portion of the WBR. Management of these <br /> resources will continue to be directed by conditions of SMA 25 and adopted management <br /> plans required therein. Additionally, the resort consists of private recreational resources <br /> including 36-holes of golf and related amenities across two (2) existing courses, nine (9) <br /> holes of which are being repurposed for the Kumu Hou project. A more detailed <br /> discussion of Kumu Hou related recreational resources and impacts, if any,will be <br /> discussed in greater detail in the Background and Recommendation reports for the <br /> concurrent SMA permits requested by the applicant. <br /> 30. Scenic and Open Space Resources: The County General Plan identifies the <br /> `Anaeho`omalu Bay area as an area of natural beauty as well as the view planes along <br /> Queen Ka`ahumanu Highway looking mauka and makai. The General Plan indicates it is <br /> important that man made elements are kept in an aesthetic perspective with the physical <br /> surroundings in order to preserve these areas and view planes as irreplaceable public trust <br /> assets for future generations. <br /> 31. Marine Resources: Lands covered under SMA 25 have and continue to be developed in <br /> compliance with conditions intended to mitigate impacts on marine resources.As <br /> -8- <br />
