previously stated,none of the lands in the project area are shoreline properties with the <br /> project area ranging from 3,000 to 10,300 feet from the nearest shoreline. The land areas <br /> proposed to be removed from SMA 25 involve repurposing an existing golf course to <br /> timeshare and related uses, so while there will be an increase in impervious surfaces there <br /> will be a reduction of fertilizer application related to the golf course. These impacts will <br /> be discussed in greater detail in the Background and Recommendation reports for the <br /> concurrent SMA permits requested by the applicant. <br /> 32. Traffic: Traffic analysis for the proposed Kumu Hou at Waikoloa project will be <br /> addressed in greater detail in the Background and Recommendation reports for the two <br /> concurrent(2) change of zone applications. <br /> PUBLIC SERVICES AND FACILITIES <br /> 33. Roadway Access: Access to the Waikoloa Beach Resort is via Queen Ka`ahumanu <br /> Highway,which is a State owned and maintained highway. Queen Ka`ahumanu Highway <br /> intersects Waikoloa Beach Drive to the south and north of the project. Waikoloa Beach <br /> Drive is a two-way two-lane private roadway. Both northbound and southbound <br /> intersections of Waikoloa Beach Drive and Queen Ka`ahumanu Highway are signalized <br /> and improved to implement exclusive left-turn lane and a channelized right-turn lane on <br /> to the Waikoloa Beach Drive. <br /> 34. Water: Potable water for lands covered under SMA 25 is provided by the private <br /> Waikoloa Water System which is owned and operated by the Hawaii Water Service <br /> Company (HWSC),with service provided by its subsidiary West Hawaii Utility <br /> Company(WHUC). Irrigation water is currently supplied by potable water from the same <br /> system and recycled wastewater treated to an R-1 (tertiary)water quality standard. <br /> Proposed potable and non-potable water usage will be discussed in greater detail in the <br /> Background and Recommendation reports for the concurrent SMA Use Permit and <br /> Change of Zone Applications. <br /> 35. Wastewater: Wastewater facilities for the Waikoloa Beach Resort complex is similarly <br /> provided by the Hawaii Water Service Company (HWSC),which operates the Waikoloa <br /> Beach Resort Wastewater Treatment Plant(WWTP), and two sewer pump stations are <br /> used by the WBR properties.
