As per Commissioner Bath's request, I am including a brief summary of the District 1 <br />community and issues with redrawing the boundaries. <br />District 1 Current: Population 20,889 Deviation -6.04 <br />District 1 is largely agricultural, where sugar plantations dominated for more <br />than a century and created a unique culture. According to the Hamakau <br />CDP, residents want to keep it in ag, without breaking up parcels zoned ag. <br />The Plan calls for urban growth to be around Honoka'a where there is <br />already urban density. Hamakua feels itself to be neglected without needed <br />upgrades to recreational facilities, roads and bridges. District 1 can only <br />grow in two directions since there is ocean to the east and reserves to the <br />west. <br />Growing South into Hilo therefore doesn't make a lot of sense. Instead of <br />moving the boundary from the Wainaku River to Wainuenue, perhaps the <br />southern boundary should be the Honoli'i stream. That would allow more <br />expansion northward into Waimea, which shares the ranching history of <br />Honoka'a and the rural character of Hamakua. <br />Hawai `i County is an Equal Opportunity Provider and Employer <br />
