The CBs are, as <br />everywhere, weirdly shaped, and it was hard to find the appropriate <br />population numbers. In this version, I took most of Waimea including its <br />center. That may be TOO much, since we also don't want Waimea to <br />dominate the rest of the District. <br />By moving District 1 northward, it gives the other Hilo Districts and Puna a <br />bit of wiggle room? But my map of District 1 makes District 9 much too <br />small (under 19,000) and I don't know where they should move.
