PROJECT DESCRIPTION <br /> A. Proiect Background and Concept <br /> The Applicant and her ohana have owned the subject and immediately <br /> surrounding properties for several generation. Appropriately and <br /> understandably, the 9+ foot wide paved road within the 50-foot wide <br /> access/utility easement bisecting the property is called "Duarte", the <br /> applicant's family name. <br /> The subject site has been cultivated into a coffee farm with nearly 500 <br /> trees. There is an existing 720 square foot, 2-bedroom dwelling on the <br /> site that was constructed in 1949. It is occupied by one of the family <br /> members and her family. <br /> To, aid with the further development and maintenance of this coffee farm, <br /> a Farm Dwelling Agreement ("FDA") was approved by the Planning <br /> Director on June 8, 2015 (FDA-000376). (Exhibit A) The FDA enabled <br /> the construction of a second dwelling on the site. It should be noted that <br /> the existing (first) dwelling, constructed in 1949, was considered <br /> grandfathered from the farm dwelling requirements. The second dwelling <br /> associated with the FDA was thus considered the first farm dwelling. <br /> (Page 3 of Exhibit A) <br /> Pursuant to the FDA, the second dwelling was constructed in 2016. The <br /> dwelling consisted of 1,200 square feet and 2 bedrooms. The dwelling <br /> was then occupied by a family member who assisted with the expansion <br /> and maintenance of the coffee farm. <br /> Because of the family size and the periodic need for a "spare" bedroom, a <br /> 500 square foot detached bedroom was constructed adjacent to the main <br /> or first dwelling also in 2016. Rather than renovating that dwelling, the <br /> family member felt that it was more practical and less expensive to <br /> construct a detached bedroom that qualified as a guest house. <br /> The family member who occupied the second dwelling eventually moved, <br /> leaving the farming operations to the family member who occupied the <br /> first or older dwelling. Seasonal employees were also hired to assist with <br /> the coffee farm on an as needed basis. <br /> Within the past few years, the Applicant and other family members <br /> elected to operate the second dwelling as a "hosted" short term vacation <br /> rental ("STVR"), with the "host" being the family member living in the first <br /> dwelling. At times, the "guest" bedroom was also rented as a STVR as <br /> 2 <br />
