be inconsistent with the General Plan LUPAG designation, and no <br /> amendments would be required. <br /> The requested uses should not detract from the parcel's on-going <br /> agricultural uses, as they are proposed for an area that is already <br /> established for non-cultivatable activities. With or without the <br /> requested uses, the amount of cultivatable area should remain the <br /> same. <br /> However, because the proposed B&B would be operating within an <br /> active coffee farm, having its guests exposed to the site should help <br /> foster the interest and growth in the coffee and overall agricultural <br /> industry. In that sense, the requested uses would fulfill the General <br /> Plan's Agricultural Goals and Policies. Specifically: <br /> Goals <br /> m Preserve the agricultural character of the island <br /> • Preserve and enhance opportunities for the expansion of <br /> Hawai'i's agricultural industry. <br /> Policies <br /> • Implement new approaches to preserve important agricultural <br /> lands. <br /> • Coordinate and encourage efforts to solve the problems of the <br /> agricultural industry in the County of Hawaii. <br /> • Assist in the development of agriculture. <br /> • Encourage, where appropriate, the establishment of visitor- <br /> related uses and facilities that directly promote the agricultural <br /> industry. <br /> • Encourage other compatible economic uses that complement <br /> existing agricultural and pastoral activities. <br /> The request would also not be contrary to the following goals, policies, <br /> and standards of the General Plan: <br /> Economic Element <br /> • Economic development and improvement shall be in balance with <br /> the physical and social environments <br /> • The County shall provide an economic environment which allows <br /> 5 <br />
