LOPEZ: Yes. My onlyI want to complement Commissioner Hustace on thinking <br /> blowing up the box actually, thinking beyond the box. But he did address the situation in <br /> District 6. And he mixed this up like it's going to completely redo our whole County <br /> Council structure. And I'm sure they're—if anybody of them's looking at this, it's going <br /> to be wild. Essentially, I just want to say thank you for introducing this because it is a <br /> subject of discussion. Whether we like it or not, I really appreciate your thinking way <br /> dramatically out of the box and giving us an extreme alternative. Thank you. <br /> KOSSOW: Mr. Yoshina. <br /> YOSHINA: Yeah, I just have a question. You have the Community Development Plans? <br /> They're based on geographic districts, right? So, is there a possibility of knowing where <br /> those lines are? (No response.) If no one has the answer, that's okay. Thank you, James, <br /> for your map. I like this map. <br /> LUL Meizhu. Can I, Commissioner Kossow? <br /> KOSSOW: Yeah, Ms. Lui. <br /> LUL Yeah. I mean I also like the idea of really changing a lot of things because things <br /> have happened over many, many years and may not be working all that well. But, I <br /> wanted to but I, you know, bow to certainly Ms. Bath's concerns about that particular <br /> district. But I am glad that she brought up the Community Development Plans as well as <br /> Commissioner Yoshina, because I think a lot of us are very committed to those plans <br /> which are in effect and have the effect of law and will be hopefully implemented over the <br /> next decade. So, I'm not exactly sure how that interacts with our redrawing these lines. <br /> So, I guess I'm echoing the concern of both Ms. Bath and Mr. Yoshina on that one. I'm <br /> not sure what to do with it because where I'm thinking, like Honoka`a is included in the <br /> Hamakua Development Plan in a big way. So, if it was taken out and put into a district <br /> with Waimea, which could make some sense, but I'm just not sure how it would affect <br /> the plans, the Development Plans. <br /> HUSTACE: Chair. <br /> KOSSOW: Mr. Hustace. <br /> HUSTACE: Please correct me if I'm wrong, but those Development Plans are more <br /> geographic based than political based. What we're drawing here are political lines or <br /> political boundaries. So, I mean, District 9 currently, we have two Community <br /> Development Plans. So, it's not—like those are geographic areas. They're not necessarily <br /> determined by political boundaries. I could be wrong, and we need someone from the <br /> Planning Department to clarify that. <br /> LUL Yeah, okay. Thanks. That helps. <br /> HUSTACE: Mr. Chair, one other thing. <br /> 20 <br />
