There is no alternate vehicular exit from Pu'u Manu Place. <br /> Existing Traffic Observations and Analysis: Little to no traffic occurs on Pu'u Manu Place. Pu'u <br /> Manu place is a private road lined with large agricultural parcels with farmhouses, barns, pastures <br /> or similar facilities and surrounded by other agricultural land. Pu'u Manu Place serves only the <br /> eight parcels created in the 1978 subdivision of the original Lot 100 of the Pu'ukapu Homesteads <br /> Second Series plat map. <br /> Site-Generated Traffic: The cultural academy and retreat is not anticipated to generate any <br /> significant traffic issues. Traffic is anticipated to slightly increase on the beginning and ending <br /> days of each session when the 'opio arrive and depart the property. The increase in traffic on <br /> these days will be minimal as the capacity is limited to eight students regardless of session <br /> duration. LT will also offer transportation to and from the property via shuttles, further reducing <br /> any traffic impact. The two to four onsite staff members will also be arriving and departing the <br /> property daily during their shifts and providing transportation for the 'opio via shuttles should <br /> there be any offsite activities. <br /> During the remaining days of each month, Lili'uokalani Trust case managers in Hilo and Kona will <br /> have the opportunity to utilize the property with their clients for day sessions and short overnight <br /> stays. Minimal increases in traffic are expected during this week as occupancy will vary each day <br /> but remain small at an estimated maximum of twelve people. <br /> Pedestrian Accessibility:The site is easily accessed by pedestrians via Pu'u Manu Place, which has <br /> minimal traffic. However, there are no sidewalks in the area along Pu'u Manu Place or <br /> Mamalahoa Highway. <br /> Conclusion: The proposed use is anticipated to generate minimal traffic on various days when <br /> the different cohorts arrive and leave as well as daily for the two to four staff members' shift <br /> changes. <br /> L. AVAILABILITY OF UTILITIES <br /> The following information summarizes the existing utilities and any proposed improvements. <br /> Water: Water service to the property is provided by the County of Hawai'i. There is an existing <br /> 1" residential service meter with a 1" PVC pipe main that connects to the barn and house. At the <br /> pressure regulator valve,the 1" main reduces down to a 3/" waterline. No changes are proposed <br /> for the project. <br /> Drainage: No new structures or paved areas are proposed as part of this project; therefore, no <br /> specific changes to the existing drainage flows are anticipated. <br /> Telecommunications: Telecommunications are currently provided by Hawaiian Telcom via <br /> overhead transmission lines along Highway 19 and transition to underground lines located in the <br /> access and utility easement that runs in Pu'u Manu Place. LT will also obtain wireless Wi-Fi service <br /> that will be accessible throughout most of the property. <br /> Electricity: Existing electricity is provided by Hawaiian Electric Light Company (HELCO) via an <br /> overhead transmission line along Highway 19 that transitions to an underground line located in <br /> 9 <br />
