Public Access: There is no public access to any shoreline or mountain areas as well as <br /> none being used on the property. <br /> 19. Flood Zone: The property is situated within an area designated as Flood Zone X and <br /> Zone AO on the Flood Insurance Rate Map (FIRM)by FEMA. Zone X is an area of <br /> minimal flood hazard located outside the 500-year flood plain. Zone AO is the special <br /> flood hazard area that corresponds to the areas of one-hundred-year shallow flooding <br /> (usually sheet flow on sloping terrain)where average depths are between one and three <br /> feet. Average whole-foot depths derived from the detailed hydraulic analyses have been <br /> determined within this zone. <br /> PUBLIC UTILITIES AND SERVICES <br /> 20. Access: Access to the property is via Pu`u Manu Place, a private roadway located within <br /> an access and utility easement on the western side of the property and connects to <br /> Highway 19. Pu`u Manu Place is a paved 14-foot-wide private road that provides two- <br /> way traffic within the existing 50-foot-wide access and utility easement that runs across <br /> all the parcels in the subdivision. No known public trails traverse the property. However, <br /> the access easement connects to a pedestrian easement to the south of the subdivision. <br /> 21. Traffic: According to the applicant, little to no traffic occurs on Pu`u Manu Place. Pu`u <br /> Manu place is a private road lined with large agricultural parcels with farmhouses, barns, <br /> pastures or similar facilities and surrounded by other agricultural land. Pu`u Manu Place <br /> serves only the eight parcels created in the 1978 subdivision of the original Lot 100 of the <br /> Pu`ukapu Homesteads Second Series plat map. Traffic is anticipated to slightly increase <br /> on the beginning and ending days of each session, during arrivals and departures. The <br /> applicant will offer transportation to and from the property via shuttles, reducing traffic <br /> impacts. Two to four onsite staff members will be arriving and departing the property <br /> daily during their shifts and providing transportation for the students via shuttles should <br /> there be any offsite activities. <br /> 22. Water: The applicant indicates they have an existing 1-inch water meter providing <br /> service to the property, but according to DWS" memo dated October 27, 2021, the <br /> property is currently serviced by a 5/8-inch water meter, which is limited to an average <br /> -5- <br />
