Transportation before they’re going to approve anything like that. I think requiring the TIAR is <br />about all that we can do; and, hopefully, the TIAR will tell them that, you know, you’ve reached <br />such a volume that you’re going to have to add additional signals. That’s the only way you’re <br />going to make it truly safer; but it’s not really for us to decide, in my opinion. And that’s why <br />I’m in favor of this. <br />GRAHAM: Thank you. Yes, Commissioner Iwashita. <br />IWASHITA: I just got a question for the Director. Condition E, the last sentence, <br />requires a copy of the TIAR to be provided to the Director. I was wondering if that’s just for <br />informational purposes? I noticed Planning Department really doesn’t have a substantive, <br />anything substantive to do with that. <br />YUEN: No. But one of the, you know, the people looking at plan approval are <br />supposed to look at the circulation. So they should look at it to see that the circulation plan for <br />the parking lot itself is consistent. It’s mostly for informational purposes. <br />IWASHITA: Because, well, I guess my impression in that round is that the TIAR <br />addresses the impact along the State Highway of Puainako basically, right? And so the Planning <br />Department doesn’t really have jurisdiction or any authority for a decision on the part about what <br />to do with whatever the recommendations in the TIAR may have? <br />YUEN: No. <br />GRAHAM: Any other Commissioners have comments to make before we take a vote <br />on the motion that’s before us? I’d just like to say personally, you know, as I stated early on, is <br />that this is the public hearing process of the rezoning and, you know, I feel like we should have <br />the whole plate in front of us to share with the public, to share with each other, as to how it’s <br />going to transpire. And I’m willing to put off issues like traffic and ingress/egress issues if it’s a <br />very minor part of the project and say that it can be decided later. But here I think as we’ve seen <br />are really key elements. So, you know, I think we’re all okay with the land use element. I don’t <br />think we have infrastructure problems other than the highway. But for me because that’s such a <br />big issue, I think I can’t support it at this time. But I have to wait until we got specific <br />information from the TIAR and the other Departments based on that before I feel comfortable <br />passing this out on to the Council for final action. Commissioner Iwashita. <br />IWASHITA: Yes. I just want to say that on this tree issue, I avoid that. I go shopping <br />at night. <br />RHO: I have a comment. <br />GRAHAM: Yes, Commissioner Rho. <br />RHO: This is not the first or the last project that has infrastructure, well, not <br />infrastructure, but traffic problems. So I guess it’s more of a question just in general, and I don’t <br />really expect an answer right now. But this traffic problem at that intersection on that street is <br /> EXHIBIT B 22 <br /> <br />
