And in these conditions of approval, there is the TIAR. The Kekela Street and the Puainako <br />Street also will be encompassed as stated in the conditions of approval of the Department of <br />Transportation to take a look at.And so I have a comfort level that the concerns that were raised <br />by the Commissioners would be addressed; and that is why I am in support of the change of zone <br />as submitted by the Department. <br />GRAHAM: Thank you. Yes, Mr. Yuen. <br />YUEN: You know, there is, in rereading this one more time, the E, there is a slight <br />wording change that I think just for clarity sake, it says that a TIAR shall be submitted to the <br />Department of Transportation, Highways Division, through the Hawaii District Office, for <br />review prior to the issuance of final plan approval. And I want to change that to say “for review <br />and shall be approved prior to the issuance of final plan approval,” so as to make it clear that you <br />don’t just submit it, that the DOT has to approve it before the County issues final plan approval <br />for the project. Otherwise, I suppose anyone could argue that the language means simply that <br />you have to have submitted it. <br />GALDONES: Mr. Chair? <br />GRAHAM: Yes, Mr. Galdones. <br />GALDONES: As amended by the Director, I would incorporate that into the motion that <br />I had made. <br />WATANABE: I would second that. <br />GRAHAM: All right, thank you. Any other comments from the Commissioners? Yes, <br />Commissioner Siracusa. <br />SIRACUSA: Well, I just want to say that I too am torn because I like the idea of, you <br />know, in general it’s a good area to put in commercial development because we do need more of <br />that sort of thing and the area is already largely commercial. It’s not being stuck out in the <br />middle of a residential area, and it will create new jobs. So I approve of it on those grounds. My <br />concerns as you know are about the traffic, and I have some questions a lot of times that the State <br />Department of Transportation makes decision that I see the results of as being pretty <br />nightmarish. And so I’m wondering, you know, how much trust we should give them in this. <br />But at the same time I would like to see the project go forward, but with a minimum amount of <br />negative impact on the community. I mean the whole idea is to provide something positive to <br />the community. And so I don’t think I know how I’m going to vote on this until the last minute, <br />frankly. <br />GRAHAM: Thank you, Commissioner Watanabe. <br />WATANABE: Mr. Chair, my only comment to this is, you know, judging from the traffic <br />on Puainako and all that, I think in the end the only way you’re going to resolve that is through <br />signalization; and I don’t think that, you know, it has to go through the Department of <br /> EXHIBIT B 21 <br /> <br />
