<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br />HEARING TRANSCRIPT <br />JANUARY 8, 2010 <br />COUNTY OF HAWAII DEPARTMENT <br />A regularly advertised hearing on the application of <br />OF PARKS AND RECREATION (SMA 09-000036) <br /> was called to order at 11:25 a.m. in the <br />County of Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with <br />Chairman Rell Woodward presiding. <br />COMMISSIONERS PRESENT: Rell Woodward, Dean Au, Takashi Domingo, Andrew <br />Iwashita, Zendo Kern, and Wallace Ishibashi. <br />STAFF PRESENT: Brandon Gonzalez (Deputy Corporation Counsel), BJ Leithead Todd <br />(Planning Director - left at 12 noon), Margaret Masunaga (Deputy Planning Director - from 12 <br />noon), Phyllis Fujimoto (Staff Planner), Jeff Darrow (Staff Planner) and Maija Cottle (Staff <br />Planner). <br />And 15 people from the public in attendance. <br />APPLICANT: COUNTY OF HAWAII DEPARTMENT OF PARKS AND RECREATION <br />(SMA 09-000036) <br />Special Management Area (SMA) Use Permit to allow the redevelopment and improvements to <br />Reed’s Bay Beach Park, including new restroom pavilion, walkways, walls, landscaping and <br />related improvements. The property is the site of the existing beach park located along the <br />makai side of Banyan Drive, Waiakea, South Hilo, Hawaii, TMK: 2-1-5:1. <br />WOODWARD: Okay, we have one last agenda item. We’ll try and get it in. It’s, we’re going <br />to break for lunch about 12:30, it’s now 11:25. So we may or may not make the whole thing, but <br />we’ll at least get started. The item is Agenda Item No. 4, County of Hawaii Department of Parks <br />and Recreation, Special Management Area Use Permit. Jeff. <br />DARROW: Thank you, Mr. Chairman. Sorry for the delay. <br />WOODWARD: It’s no problem I had to get my -. <br />DARROW: Okay. The applicant, if I could direct the Planning Commission’s attention to our <br />presentation on the wall. The next applicant is the County of Hawaii Department of Parks and <br />Recreation. The location of our application is within South Hilo. More specifically we’re <br />looking in the Bayfront area, I’m sorry, the area, Reeds Bay, right in this general area. We have <br />the property outlined in black. Again, sorry for the difficulty. Maybe next time we can change <br />that to a different color. But it’s just one parcel, this particular parcel in this area. There are <br />other associated, there is another associated parcel with the master plan, but in this particular <br />application we’re only looking at one particular parcel. <br /> 1 <br /> EXHIBIT C <br /> <br />
