Environmental Assessment <br />Determinations and Compliance Findings for HUD -assisted Projects <br />24 CFR Part 58 <br />West Kdwili Street SeniorNeteran Housing <br />Foundation, and Ka Haka `Ula O <br />Ke `elikolani) only two of which (Alu Like Inc. <br />Kumu Kahi Elderly Services and Ka Haka <br />`Ula O Ke `elikolani) consented to serve as a <br />consultee representing their respective <br />organizations. Documentation of consultation <br />with NHOs is included in the historic <br />Assessment Study found within Exhibit K. <br />Throughout this consultation process, no <br />historic properties were identified within the <br />APE. As none of the previously recorded <br />potential historic properties are currently <br />extant in the APE, and there were no historic <br />properties identified within the APE through <br />consultation, the recommended determination <br />of effectfor the West Kdwili Street <br />Senior/Veteran Housing undertaking is "no <br />historic properties affected. "(see the partner <br />worksheet, Assessment Study, and <br />consultation record in Exhibit K). <br />To minimize impacts to historic and <br />archaeological resources, construction <br />contracts will include a condition that should <br />burials or other traditional deposits be <br />identified during intrusive activities, all work <br />in the area will cease and the appropriate <br />agencies will be contacted in accordance with <br />the Native American Graves Protection and <br />Repatriation Act (NAGPRA) and applicable <br />laws of the State ofHawai'i. Therefore, the <br />project is in compliance with Section 106. <br />Noise Abatement and Control <br />yes No <br />The project parcel is approximately 0.83 miles <br />® <br />(4,400 ft) from the Hilo International Airport and <br />Noise Control Act of 1972, as <br />its clear zones (see airport map enclosure) which <br />amended by the Quiet <br />exceeds the minimum 2,500 foot distance <br />Communities Act of 1978; 24 <br />requirement for civilian airports. The project is <br />CFR Part 51 Subpart B <br />about 150-200 feet from Kawili Street near <br />Po `okela Parkway (see Concept Site Plan in <br />Figure 3), adjacent to an urban collector <br />roadway and one of the main entrances (Ke `aka <br />Entrance) to the University o Hawai `i at Hilo, so <br />
