Environmental Assessment <br />Determinations and Compliance Findings for HUD -assisted Projects <br />24 CFR Part 58 <br />West Kawili Street SeniorNeteran Housing <br />(in 1999 by Scientific Consultant Services, <br />Inc.) confirmed grubbing on the southern <br />portion of the proposed project area, which <br />eliminated most of the previously recorded <br />surface features. <br />In an effort to update the existing historic <br />record of the site, ASMAfliates conducted <br />an Assessment Study by gathering and <br />analyzing a range of resources including <br />archival research, a site inspection, and <br />consultation with appropriate parties. The <br />assessment then provided the Agency with <br />recommendations in accordance with Section <br />106 of the National Historic Preservation Act <br />(NHPA) of 1966, as amended (2006) and its <br />implementing regulations (36 CFR 800). The <br />Assessment is included in Exhibit K. <br />To meet these requirements, the Agency <br />initiated consultation with the SHPO with a <br />letter dated April 13, 2020, requesting <br />agreement with the APE. Upon conclusion of <br />consultation with Native Hawaiian <br />Organizations, the Agency sent a letter <br />requesting concurrence with a determination <br />of 'no historic properties affected' on August <br />7th, 2020 and emailed the determination to <br />SHPO again on September 24th, 2020. The <br />SHPO provided confirmation of receipt of the <br />determination letter via email that same day. <br />OHCD received a written response dated <br />January 28, 2021 from the SHPO concurring <br />with this determination (see Exhibit K). <br />Seventeen NHOs who were presumed to have <br />religious and cultural attachments, <br />knowledge of, or an interest in the APE were <br />also contacted by letter on April 14th. Of <br />these, responses were received from five <br />organizations (I Ola Mloa Center for <br />Hawai `i Life Styles, Alu Like Inc. Kumu Kahi <br />Elderly Services, the Edith Kanaka `ole <br />
