WALTER: The County requirement as I understand it in talking to Daryn earlier is a <br />60-foot wide right-of-way from, in this case, 130 down to the property.The current right-of-way <br />infrastructure is only 40 feet. <br />WATANABE: Correct me if I’m wrong because from the previous meeting it was my <br />impression that it’s a relatively short distance from the public highway to the subject parcel. I’m <br />not talking about anything beyond that subject property. It was my understanding that we were <br />talking about a very short distance from, again, the public highway to this subject parcel. I <br />realize the subject parcel is not a corner lot. <br />WALTER: It is a corner lot. <br />WATANABE: Oh, it is? <br />WALTER: It is a corner lot. <br />WATANABE: So we’re not traversing very much from the property. <br />WALTER: It’s about, and I can only guesstimate on this, coming from 130 on Milo <br />it’s probably in the neighborhood of down to where the second entrance would be somewhere <br />between a quarter and a half a mile. Going the direction of along Keaau Road and Shipman <br />Road, it is longer and it may be somewhat in excess of half a mile. <br />WATANABE: So conceivably if you have one access on to Milo Road then they could <br />give the County or create an additional 20-foot easement without affecting anyone else; and <br />obviously traffic would not head towards Hilo because they couldn’t get past that 15- or 20-foot <br />bridge anyway. So they would go out towards -. <br />WALTER: Well, they can get -. <br />WATANABE: Is that correct? <br />WALTER: No. To begin with, again, the easement is not today owned by the County <br />of Hawaii. <br />WATANABE: Right. <br />WALTER: It’s a private right-of-way. <br />WATANABE: Right. <br />WALTER: So, I mean you could, let’s say you have, taking a middle point, 3/8 of a <br />mile getting to one access on Milo Street, he would have to buy 10 feet on either side in rough <br />numbers and then do whatever, improve another 10 feet on each side to bring it up to 40 feet; and <br />that would be a wider easement. However, going across the bridges and what not, those roads <br />are still 20 feet. People use them all the time.
