And if they’re going towards Hilo and decide that they’ll take their chances with the <br />light then, you know, that may happen or if they see, you know, a backup at the light. <br />WATANABE: Yeah, I’m conjecturing on a reasonable person. <br />WALTER: Well, if only we all were. <br />WATANABE: Yes, Mr. Woodward. <br />WOODWARD: Thank you, Mr. Chairman. Well, again, we get back to the same point. <br />You’ve got a 20-foot road, you’ve got a 40-foot easement, nobody has to buy anything. That’s <br />the easement. And if, in fact, they have rights for access then that easement should be included. <br />So what are we talking about having to buy 10 feet on either side? Where does that come from? <br />WALTER: Okay, let me point out two things. In the first place, the supposed access <br />is not on his title. So whether or not he has access is also in question. That has not been <br />resolved. The second is the reason I’m saying you have to buy 10 feet on either side is I’m <br />saying that if you go with this zoning then certainly one would expect that he should bring this <br />road up to what would be the County’s standard. The County’s standard is 60 feet, not 40 feet. <br />So you’d have to buy an additional 20 feet, however you chop that up to get that roadway up to <br />the County standard. That’s wherein the 20 feet comes from. Is that clear? <br />WATANABE: Okay. It’s clear. And what I was pointing out is that if the County so <br />desired they could indicate that, you know, you will have only one access from this property, it’ll <br />be 200 feet from the intersection, and I don’t care how you get the 60 but find it. You see what <br />I’m saying? So what I’m implying is if it’s a corner lot we wouldn’t require someone on a <br />corner lot to improve a 10-mile road. <br />WALTER: Yeah, neither did we. <br />WATANABE: Yeah. <br />WALTER: Neither did we. <br />WATANABE: And so that’s all I am implying. It’s workable, you know. But <br />nevertheless we -. Ms. Bowman, it looks like you have a question. <br />BOWMAN: Yes. I have for quite a while. I’m a little confused. If we look at the map <br />provided by M&E Pacific, and maybe I’m backwards, but it does not match the zoning map. <br />And my concern is because I have questions about the traffic study and, now I lost my page. <br />Ulupono is the light blue on this map? Could you help me staff? <br />WALTER: That’s accurate. <br />BOWMAN: Okay. But according to the map I have, we have in our background, the <br />project is like on the other side of the road.
