the Hawaiian Hoary Bat on site, however this is not their main habitat. It is unlikely <br /> that the proposed request would impact endangered animal life. The vegetation at the <br /> proposed parcel is mainly decorative or agricultural in nature and include the <br /> following: swiss cheese plant(Monstera deliciosa), morning glory, (Ipomea sp), ti <br /> (Cordyline fruticosa), banana, coconut(Cocos nucifera) and other small fruit and <br /> decorative plants. These plants are maintained and cultivated by the applicant and <br /> used for landscaping and privacy. <br /> In addition, introduced bird species (such as dove, Japanese white-eye, house finch, <br /> myna) are common in this area. Domestic animals such as cats and dogs, and other <br /> animals like rats, pigs and mongoose are also common. These are all common and <br /> not endangered. <br /> As such, it is unlikely that this request would cause any adverse floral or faunal <br /> impacts. <br /> E. Historic/Cultural/Archaeological Resources <br /> Although there was no archaeological survey of the site, it is unlikely that <br /> archaeological resources will be encountered. The subject property has been <br /> developed in the past and no surveys were commissioned or needed. The applicant is <br /> not seeking to further develop the land (besides minor improvements and <br /> maintenance of the existing structures and dwellings). However, in the event <br /> undiscovered archeological remains are found, any work in the immediate area <br /> would cease and would only resume after proper clearances from the State and/or <br /> County have been received. <br /> F. Valued Cultural Resources <br /> In view of the recent Hawaii State Supreme Court's "PASH" and"Ka Pa'akai O <br /> Ka'Aina" decisions, the issue relative to native Hawaiian gathering and fishing <br /> rights must be addressed. Specifically, there must be a discussion on the cultural, <br /> historical and natural resources, as well as the associated tradition and customary <br /> practices of this site. In this situation, the subject site is not adjacent and/or <br /> proximate to the shoreline. As such, gathering of marine life and coastal access is not <br /> an issue. <br /> It is not known whether the subject or immediate surrounding area was used in the <br /> recent past for the gathering of plants by Native Hawaiians. The applicant has not <br /> observed any Native Hawaiians gathering plants on the site or the adjoining <br /> properties. Thus, it would appear unlikely that the site would serve such purpose <br /> today. <br /> 14 <br />
