In the event that legitimate gathering claims are made by Native Hawaiians, the <br /> applicant intends to respect and honor such claims and provide the legal and needed <br /> access within the site. <br /> Based on the above, it does not appear that the project would have any potential <br /> adverse impact relative to the cultural and historical resources of the area. <br /> G. Water and Coastal Resources <br /> The subject site is located approximately 4.5 miles from the coastline and sits at <br /> approximately 1,600 to 1,700-foot elevation. As such, coastal impacts resulting from <br /> discharge of wastewater systems from the site should not be significant. Further, <br /> being a non-coastal property, no coastal access will be affected. <br /> H. Noise,Air Quality, and Dust <br /> The proposed rezone and subdivision should not generate any direct long-term noise <br /> or air quality impacts. The applicants' intention is to subdivide the land and <br /> distribute the two (2)lots and existing single-family residences to family members. <br /> The subject property will continue to be used for residential purposes. No <br /> improvements to the existing dwellings and supporting infrastructure are planned at <br /> this time. If improvements are made in the future, they will be minimal and will <br /> follow all rules and regulations as outlined in appropriate building permits. Under the <br /> proposed request, no additional impacts to noise levels or ambient air quality will <br /> occur outside of residential purposes. <br /> L Scenic and Visual Considerations <br /> In the Natural Beauty element of the General Plan, there are sites or areas listed as <br /> being a scenic resource. The subject site is not listed as a scenic site, nor will the <br /> proposed rezoning and subdivision action affect any of the scenic resources outlined <br /> in the General Plan. Views from Hawaii Belt Road should not significantly change <br /> as no additional improvements or construction is planned for the parcel. <br /> VL SOCIAL AND RELATED CONSIDERATIONS <br /> A. Surrounding Land Uses <br /> The land use in this area is generally suburban in nature with single-family dwellings <br /> and small-scale farms. Nearby subdivisions to the south have lot sizes of <br /> approximately 8,000 square-feet while maintaining A-la zoning. RS-15 zoned lands <br /> exist approximately 0.5-miles to the north along with many non-conforming 10,000 <br /> square foot lots with A-5a zoning along Kaiminani Drive. RS-20 zoned lands exist <br /> approximately 0.3 miles to the south of the subject property. <br /> 15 <br />
