SIRACUSA:Thank you and do you remember more or less how many units we€re <br />talking about for those 2? <br />DARROW:If you can give me one second. <br />SIRACUSA:Just, just general figures. <br />DARROW:I believe it was 250 affordablehousing rental units for Suffolk and then <br />Pua€a was a commercial development but the Director also required I believe 50 houses to be <br />constructed at one point and then as commercial development grew then it was required to build <br />an additional 50 units for that particular project. <br />SIRACUSA:So, if we add these 212 units to those figures you€re looking at well over <br />500unitswithinthatcircumscribedarea.Thankyou.SoI€mthinkingaboutcumulativetraffic <br />impacts here. <br />ALAMEDA:Thank you. <br />SIRACUSA:Just to let you know where my mind is working on. <br />ALAMEDA:Okay. Commissioner Graham? <br />GRAHAM:All right since I was the lone dissenting voter at our last meeting where we <br />had only 5 Commissioners I just wanted to bring forth to the Commissioners and to the public <br />you know remind what was the essence of my nay vote. And it basically was the traffic issue <br />that Commissioner Siracusa alludes to right now. And in this case if you notice in our <br />background report on this proposal, Exhibit C is from the Department of Public Works and Mr. <br />Emler testified before us last time. And in the first page of that Exhibit C in his bold face type he <br />recommended that the applicant should not be given this development entitlement until Kuakini <br />Highway was widened to 4 lanes in front of the project or that if it were to be given that it would <br />be conditioned on the completion of that widening. And we also got a letter from the Kona <br />Traffic Safety Committee and Mr. Gimpel is also here today and referring to the same thing that <br />the infrastructure in the area doesn€t really support all the additional traffic that would be <br />generated. So, in addition to saying that I would maybe take this opportunity as the Planning <br />Director if you would indicate to us why it is then in this particular instance you chose to go <br />against the recommendation of the Department of Public Works and recommend favorable <br />approval? <br />ALAMEDA:Director? <br />YUEN:Sure. We have a terrible housing problem in, well on the island as a <br />whole. And in Kailua Kona particularly. Although we have a lot of housing being produced <br />almost none of its being produced at affordable levels because its being done on zoning that <br />either occurred without affordable housing conditions or projects that were released from <br />EXHIBIT A <br />5 <br /> <br />
