theres no mistake about the administration, the Mayors position on this. When the letter came <br />out that you referred to from the Department of Public Engineering, Public Works Engineering <br />Branch, I did go see the Mayor about this. You know I specifically went because I was <br />concerned about, I have this recommendation from public works to put this site on hold and I <br />explained what I thought would be, what was the overriding issue here and the overriding <br />concern about getting housing underway in Kona. And the Mayor, the Mayor definitely agreed <br />with that and the Mayor, this has come up again, the Mayor still agrees with that, its still the <br />Administrations position to support this rezoning. <br />ALAMEDA:Let me ask Commissioner Graham any follow-up to that? <br />GRAHAM:No, its okay. <br />ALAMEDA:Thank you. Commissioner Watanabe. <br />WATANABE:I have a question for the Director and its to Condition K, which is <br />conditionforinterconnectingstreetswithinthesubdivision.Andfrommyrecollectionofthelast <br />discussion I guess we couldnt make that a County dedicable road because the, you know the <br />parcel is not large enough for that and it wouldnt make it economically feasible. The developer <br />had expressed some concerns about maintenance and liability etc. I see these worked into the <br />condition K. My question I guess is cause I think having the connector is important. My <br />question is you know what if the subdivision above that you know says oh well but we dont <br />want to share in the maintenance and the liability. Does that mean then it doesnt connect then <br />they just place a barrier there? <br />YUEN:Well the way I envision this playing out. The mauka side is not, is zoned <br />Ag-5a right now. So, if anybody were to come in and want to do something in there like another <br />housing project theyd have to come in for zoning. And hopefully the idea of, the concepts are <br />still the same and being respected and that then as a condition of zoning you would say, you have <br />to have a connection between these 2 projects and you have to share in the liability and <br />maintenance of the fact that you have the ability to go over this other property to get out to <br />Kuakini. Otherwise were perpetuating one of the big problems in traffic in Kona is that <br />everything is on a little cul-de-sac pod and everything has to come out to the main road and <br />theres no way for people to make their way through the neighborhoods and have alternatives on <br />how they get from one place to another. <br />WATANABE:Thank you. So basically what youre saying is this body would have some <br />control over that then? <br />YUEN:Right it could be done as a condition of the rezoning of any adjoining <br />property. We cant do it right now, because the property is not here before us. <br />ALAMEDA:Other questions for our staff, applicant or Director?
