I. INTRODUCTION <br /> Patrina Niu-Hewett and John Kuualoha Hewett("applicants") are requesting a Special <br /> Permit for the operation of a self-storage facility and mailing service. The property is located <br /> at 16-308 Ainaloa Boulevard in the Orchid Land Estates Subdivision, approximately 1 mile <br /> southwest of its intersection with Kea`au-Pahoa Road, or Highway 130 (Figure 1). The <br /> subject parcel is 1.64 acres zoned Agriculture 1-acre (A-la). <br /> If approved, the applicants wish to build a self-storage facility and provide mailing services. <br /> The property would be equipped with five (5) storage buildings, three (3) of which will be <br /> 4,000 square feet(20x200), two (2) 3,000 square feet(20x150). The facilities will have <br /> fourteen (14) parking stalls, including one (1) ADA accessible parking space. A 2-story 960 <br /> square foot building, loading zone and two catchment tanks totaling or exceeding 51,000 <br /> gallons would be on the east side of the property (Figure 2). Access would be from Ainaloa <br /> Boulevard only. A perimeter fence and planting would be incorporated to buffer potential <br /> noise and visual impacts. <br /> IL PROJECT DESCRIPTION <br /> 3A. Proiect Concept and Components <br /> The applicants are respectfully requesting a special permit to operate a self-storage <br /> facility and mailing service. The applicants request the following elements to be allowed <br /> as part of the Special Permit: <br /> 1. Buildings: <br /> a. Three (3) 4,000 square foot(20x200)building for storage <br /> b. Two (2) 3,000 square foot(20x150)buildings for storage <br /> c. One 2-story 960 square foot(40x24) building for an office and mailing <br /> services <br /> 2. The 2nd story of the office structure is intended for residential use by the on- <br /> site operator/caretaker. <br /> 3. Parking: fourteen (14)parking stalls, including one (1) accessible parking <br /> space <br /> 4. Catchment tanks: Two catchment tanks are planned with a total storage of at <br /> least 51,000 gallons to satisfy Fire Code storage requirements. <br /> 5. Access: An existing driveway to Ainaloa Boulevard is proposed as the site <br /> access. <br /> 6. Employment: One full-time employee <br /> 3 <br />
