Director Mansour, to your <br />written direct testimony? <br /> <br />MANSOUR: Just as I was listening to Mr. Henderson’s comments about the Y connection to the <br />sewer. Every Y can be considered as a separate connection. So you pretty much have two <br />connections tied into the main sewer line. You don't have that standalone building, you don't <br />need the Y connection unless you only have one connection, which is one unit. In his own <br />definition of describing the property, he is stating in page 2, the main building and separate <br />building. The definition for a building within our chapter is very clear. It says building a house or <br />sewer means that portion of the sewer line extending from a building to the public sewer. And <br />he just stated he had a Y connection to that sewer, so that by itself gives the impression it is <br />two separate buildings, two separate connections. In addition to that, I just state it is, when I <br />first took on that request, and it's not an easy decision that was made. I had to speak to my <br />staff. I had to do research, and the code is very clear. When the code was written, it went <br />through public hearings.
