the Planning Commission. More recently, the Recommendations as well as conditions <br />have been distributed. Very recently, we received comments from the Department of <br />Transportation. It has been distributed to the Commissioners, as well as the Applicants <br />representative. In reviewing those conditions, on the comment letters they do, they are <br />addressed pretty thoroughly within the conditions in the Recommendations. <br />If I may direct your attention to the location map, again, the area of these applications is <br />within the North Kona District of Hawai i. This white, white line thats running north- <br />south through the map is the Queen Kaahumanu Highway or the Hawai i Belt Road. <br />This area in yellow identified as Single-Family Residential zoning is the Pualani Estates <br />Subdivision. Directly across from that makai is the area of these applications. The area <br />identified in red is Puaa Development. The area identified with the blue dot is Suffolk <br />Investment. Suffolk Investment has submitted applications for a State Land Use <br />Boundary Amendment from an Agricultural to Urban as well as the Change of Zone <br />applicationfromAgricultural5-acretoMultiple-FamilyResidential-2,500squarefeet. <br />This request, both requests would include 250 units within twenty-four 2- and 3-story <br />structures. There would be over 300 parking spaces for residents and guests, and a <br />private 1-acre park which would be located in this general vicinity on the site map. <br />Looking at the site map, this is a previous submitted site plan. As you can see on the wall <br />directly across from me that there has been some adjustments made to the site maps; and <br />those would be addressed a little later by the Applicants representative. <br />The Puaa Development has submitted a similar application, a State Land Use Boundary <br />Amendment for State Land Use Urban to, Agricultural to State Land Use Urban and a <br />Change of Zone from Agricultural 5-acre to Commercial Neighborhood-20,000 square <br />feet. This is 14.973 acres of land. The project would include financial, possibly range of, <br />uses ranging from financial institutions, restaurants, grocery store, office space and <br />possibly a gas station. There have been some changes to that; and this would also include <br />housing as well; and, again, that would be addressed more specifically by the Applicants <br />representative. <br />The Planning Director is recommending a favorable recommendation by the Planning <br />Commission to be forwarded to the Hawai i County Council. If I may address, very <br />shortly, some conditions. To bring to your attention, there is a Suffolk Condition No. D, <br />a condition, its stated by the Applicants representative that this was going to be a rental <br />housing project. To be able to assure that, the Planning Director has placed in Condition <br />No. D which states, As represented by the Applicant, the project shall be restricted to the <br />use of rental housing only for a period of not less than 20 years from the issuance of <br />certificate of occupancy. Any change to this condition will require an amendment to the <br />Change of Zone ordinance. There are numerous conditions related to traffic <br />improvements; and, again, those appear to be, address the concerns of the Department of <br />Transportation, as well as the Department of Public Works. <br />4 <br /> <br />
