NEW BUSINESS <br /> 1. APPLICANT: JOHN HEWETT & PATRINA NIU-HEWETT (PL-SPP-2021-000005) <br /> Application for a Special Permit for the operation of a self-storage and mailing service <br /> facility and related improvements on an approximately 1.64-acre property in the State Land <br /> Use Agricultural District. The subject property is located at 16-308 `Ainaloa Boulevard in the <br /> Orchid Land Estates Subdivision, approximately 1 mile southwest of its intersection with <br /> Kea`au-Pahoa Road, or Highway 130, directly across from the `Ainaloa Longhouse complex, <br /> Orchidland Estates Subdivision, Kea`au, Hawaii, TMK: (3) 1-6-008:328. <br /> The Commission took this item up at 9:25 a.m. <br /> It was moved by Commissioner Galimba and seconded by Commissioner Lin that the application <br /> for Special Permit Docket No. 2021-005 be denied. A roll call vote was taken, and the motion <br /> carried with six (6) ayes (Galimba, Lin, Aguinaldo, Clarkson, Raffipiy, Replogle) and one (1) no <br /> (Au). <br /> It was moved by Commissioner Raffipiy and seconded by Commissioner Aguinaldo that the <br /> adoption of the written Findings of Facts, Conclusions of Law, and Decision and Order be <br /> continued to the next scheduled meeting for the denial of Special Permit Docket No. 2021-005. <br /> A roll call vote was taken, and motion carried with seven (7) ayes (Raffipiy, Aguinaldo, <br /> Clarkson, Galimba, Lin, Replogle, Au). <br /> The hearing item ended at 10:35 a.m. [SEE HEARING TRANSCRIPT EXHIBIT B] <br /> At 10:36 a.m. Commissioner Aguinaldo stated the next agenda item pertains to his family. <br /> Therefore, he would be recusing himself as a Commissioner and asked to be excused from <br /> deliberation on that particular item. <br /> Chairman An called for a recess at 10:37 a.m. and called the meeting back to order at 10:48 <br /> a.m. <br /> 2. AGUINALDO 4, LLC (PL-REZ-2021-000008) <br /> Application for a Change of Zone from a Single-Family Residential (RS-10) zoning district <br /> to a Village Commercial-20,000 square feet(CV-20) zoning district for 1.545 acres of land. <br /> The subject property is located at 15-3070 Pahoa-Kapoho Road, on the southeast corner of its <br /> intersection with Pahoa-Kalapana Road (Highway 130), across from Pahoa High School at <br /> Kaniahiku Homesteads, Puna, Hawaii, TMK: 1-5-003:037. <br /> The Commission took this item up at 10:48 a.m. <br /> Action: It was moved by Commissioner Lin and seconded by Commissioner Clarkson that a <br /> favorable recommendation be forwarded to the County Council on the application for a Change <br /> of Zone Docket No. REZ 2021-008, based on the Planning Director's recommendation and <br /> amendments to Condition K, which shall be adopted.
