portion, and all the way down Highway 130, out to Kalapana and Kapoho. So, I believe
<br /> Commissioner Bath, this was your request to keep those communities together. So
<br /> Council 5 here, it's more of a makai portion here district. Whereas Council 4, you know,
<br /> is Mountain View, Kurtistown, Kea`au, and then cuts into Hilo a little bit. Hawaiian
<br /> Paradise Park is split here. I did have to make that sacrifice here for the numbers. There
<br /> were just too many numbers,population count, in that area. So, I had to split it between 4
<br /> and 5. I think, Commissioner Bath, this is what you aiming for, and some of the things
<br /> we worked on, on the last meeting on a separate map. In trying to keep some of these
<br /> communities together here. And then, I'll definitely welcome some comments on that. If
<br /> we could switch over to the other side of the island on the screen. And look at, what I
<br /> believe Chair Kossow was requesting of a map like this, is to include Alii Drive into one
<br /> of the districts, and not split between two districts. So, if you zoom in, at the coast there,
<br /> between Council 7 and 8. I think I got most of your language here, Chair. About putting
<br /> Alii Drive into Council 7. So, everything mauka of the Belt Road is in Council 8, to a
<br /> certain point. And then, everything makai is in Council 7. So, Alii Drive's all in Council
<br /> 7, as I believe was your request. Other than that, after our last meeting, those are the
<br /> comments that I heard, and I took note of. And so I went back to this map in particular
<br /> and made those changes. Thank you, Chair.

<br /> AKAMU: Thank you, Chair. I just wanted to echo that I support Commissioner Lui's
<br /> comments earlier. I do think that we can possibly look at using the deviation to try
<br /> balance some of these numbers. Because across all of the maps here, trying to get the
<br /> lowest deviation possible. That might also allow us to keep some of the communities of
<br /> interest together, etcetera. And I know that ten percent is the maximum deviation, and if
<br /> we do deviate anymore, we would have to justify. But perhaps, looking at the areas that
<br /> are more high growth, versus the areas that are low growth. I could see, for example,
<br /> District 6 being lower, and District 4 or 5 being higher. Or similarly in other parts of the
<br /> island. That might help keep certain communities together, rather than trying to get the
<br /> closest to zero in every single district. So, I do support what Commissioner Lui shared. I
<br /> also don't think we need to—I don't think any of the maps are perfect. So, I do share
<br /> Commissioner Bath's sentiment that, after we have this discussion, I do look forward at
<br /> looking at those two working drafts and really then doing the nitty gritty work of moving.
<br /> Dealing with the domino effects and really trying to come up with something that's
<br /> workable and agreeable to everybody. And hopefully we can protect the communities
<br /> that we are appointed to represent. Thank you. I yield.

<br /> not wanting Alii Drive split across two districts? What's the overriding factor there?
