Establishes a cesspool compliance pilot grant <br />project to assist low- and moderate-income <br />property owners, including lessees on <br />Hawaiian home lands, with the costs of <br />upgrading, converting, or connecting a <br />cesspool. Applies to cesspools identified as <br />failing by the department of health. <br />HB2195 Cesspool Compliance Pilot RELATING TO Appropriates funds. Effective 7/1/2100. <br />HD2Grant Project; AppropriationCESSPOOLS.(HD2) <br />Establishes an extended producer <br />responsibility program. Requires certain <br />producers of fast-moving consumer goods to <br />register with the Department of Health and <br />pay an annual fee based on the amount of <br />packaging volume the covered producer <br />places on the market each calendar year. <br />Provides for the deposit of fees into an <br />extended producer responsibility special <br />fund. Provides for the expenditure of <br />moneys from the extended producer <br />responsibility special fund for the creation of <br />a report that assesses the resources needed <br />DOH; Counties; Extended to reduce the volume of packaging waste <br />Producer Responsibility; sent to landfills or power plants that burn <br />Waste Reduction; Packaging; municipal solid waste as a fuel by fifty per <br />Fast-Moving Consumer RELATING TO cent and eighty per cent by a date to be <br />HB2399 Goods; Special Fund; WASTE determined by rule. Appropriates moneys. <br />HD1AppropriationsMANAGEMENT.Effective 7/1/2100. (HD1) <br />Establishes a compost reimbursement <br />program within the Department of <br />Agriculture to provide reimbursements to <br />farmers, ranchers, and landscapers when <br />purchasing compost from a certified <br />processor, dealer, retailer, or wholesaler <br />licensed to do business in the State. <br />HDOA; Compost Establishes a compost reimbursement <br />SB2288 Reimbursement; RELATING TO program manager position. Appropriates <br />SD1AppropriationCOMPOSTING.moneys. Effective 7/1/2050. (SD1) <br />Adds the forfeiture of a vehicle as a <br />Vehicles; Solid Waste; Illegal RELATING TO punishment for any vehicle used in the <br />SB2297 Disposal; Felony; Petty DISPOSAL OF commission of illegal disposal of solid waste. <br />SD1Misdemeanor; ForfeitureSOLID WASTE.(SD1) <br /> <br />
