Chapter 3 <br /> <br />Strategic Plan Overview <br /> <br />In 2015, HFD produced the Hawaii Fire Department Strategic Plan (Plan) 2015-2020. While not <br />every item from the plan is addressed in our audit, we determined some deliverables identified in <br />the plan to be more critical to the successful operations of a prudently run department. The ten <br />key performance criteria include: <br /> <br />Performance Categories <br /> 1. Assessment and Planning <br /> 2. Essential Resources <br /> 3. External System Relations <br /> 4. Financial Resources <br /> 5. Goals and Objectives <br /> 6. Governance and Administration <br /> 7. Human Resources <br /> 8. Physical Resources <br /> 9. Planning <br /> 10. Training and Competency <br /> <br />Within the ten performance categories, HFD identified milestones and activities that it needed to <br />achieve to support the plan. <br /> <br />In total, the plan included 203 items that ranged from activities as small as advocating for new <br />positions to as large as completing major capital improvement projects. <br /> <br />Significant accomplishments included some of the proposed capital projects, such as the replacement <br />of the Kawailani Station (completed), the Combined Communications Center (in progress), and the <br />aerial Chopper 2 replacement (in progress). <br /> <br />Picture Groundbreaking Combined Communications Center,2021 Courtesy,Office of Management <br /> <br /> <br />14 Page <br />
