We recommend HFD work with other departments to revise the County's Vehicle Use <br />Policy, specifically refueling, to include provisions for electrically powered vehicles. <br /> <br />Conclusions <br /> <br />When our recommendations are implemented, in good faith, the department can expect the <br />following benefits: <br /> <br />General <br />1. The implementation of a master plan will help HFD establish a long-term vision. Adherence to <br />the schedule can turn HFD's visions into reality. <br /> <br />Accreditation <br />2. Pursing accreditation will serve as the foundational building block to help HFD meet the <br />department's performance, mission, and public expectations. <br /> <br />Vehicles <br />3. A vehicle profile will give HFD data on every vehicle and help them to understand the age, <br />condition, and input costs associated with maintenance of it's fleet. <br /> <br />4. Vehicle replacement targets will help HFD better understand when it is no longer cost-effective <br />to maintain vehicles while providing budget justification. <br /> <br />Facilities <br />5. A master list of facility needs will help HFD gain a holistic understanding of what is broken, <br />what is breaking, and how long it is taking to fix things. HFD can prioritize projects and leverage <br />similar items into more cost-effective repairs. <br /> <br />Staffing <br />6. A relief pool will provide HFD with a more flexible staffing model to help balance the everyday <br />needs of the department with the fluctuations that are incurred as a result of callouts. <br /> <br />7. Enforcement of the HFD's internal controls will require management to take a more assertive <br />role in the approval process related to delegated overtime. <br /> <br />8. Enforcement of HFD's existing non-emergency overtime policy will drive costs down by <br />reducing instances of overtime. <br /> <br />Financial <br />9.
