c. Provide housing choices. <br /> With the subdivision of this site, the Applicant would provide the <br /> opportunity for at least six(6) more homeowners to finance and build their <br /> own home in an agricultural setting. In that regard, it would provide a <br /> housing choice. <br /> d. Provide recreation opportunities. <br /> Again,this project is not a recreational one. Further, this site is not a critical <br /> resource for recreational opportunities, as it is not a coastal property nor <br /> identified in the CPD as an area necessary for future recreational purposes. <br /> e. Direct future growth patterns toward compact villages,preserving Kona's <br /> rural, diverse and historical character. <br /> The location of this site is proximate to some A4a and FA-3a zoned <br /> properties. The proposed FA-#a zoning would help foster this <br /> rural/agricultural concept. As such,the proposed project would be <br /> consistent with this principle. <br /> f Provide infrastructure and essential,facilities consistent with growth. <br /> The basic infrastructure, such as access and water, to support the additional <br /> lot already exits. Lot owners would supplement this with the construction of <br /> their own wastewater system. <br /> g. Encourage a diverse and vibrant economy emphasizing agriculture and <br /> sustainable economies. <br /> The Land Study Bureau has classified the soil as"D"or poor. In spite of <br /> that designation,the site has limited agricultural potential which could be <br /> enhanced should the project be approved. The rezoning would enable the <br /> land to be subdivided and thus make it more feasible for landowners to live <br /> on the site and develop a farm—even if only marginal—if they so choose. <br /> That would be way better than leaving the site in its current vacant, or <br /> limited grazing,non-intensive agricultural state. <br /> h. Promote effective governance. <br /> This principle is not appticablc. <br /> In discussing the regional land use framework for rural areas, the CDP states <br /> that"Outside of Kona Urban Area, the character of the rural areas should <br /> prevail..... (L)imited future growth should be directed to the existing rural <br /> 9 <br />
