towns and villages in a way that revitalizes and enhances the existing rural <br /> lifestyle and culture of those communities. <br /> The subject area is located close to the rural town of Kalaoa, approximately a <br /> mile(1)miles to the north. The creation of a six (d) additional 3+ acre size lots <br /> would help foster this goal. <br /> D. County Zoning <br /> The County zoning of the subject property is Family-Agriculture (FA-3a) and <br /> formally Agriculture (A-20a). Properties in the general area are predominantly <br /> zoned FA-3a. The areas closer to the Mamalahoa Highway for the most part are <br /> zoned A-1 a. <br /> If approved, the site would be subdivided in a manner meeting with both the <br /> Zoning and Subdivision Codes. Furthermore, all uses and standards of the <br /> Zoning Code,consistent with the R4-3a zone, would be adhered to. <br /> D. Relationship to SMA Obiectives and Policies <br /> The site is not located within the County Special Management Area <br /> (SMA). As such, no SMA Use Permit would be required. However, as the <br /> entire island falls within the State Coastal Zone Management (CZM) Area, <br /> some discussion of the request's relationship to the CZM Program follows. <br /> The site is not adjacent to the ocean. It is nearly seven(7) miles to the nearest <br /> shoreline. As such,the proposed action should not have any adverse impacts on <br /> the area's coastal recreational and marine resources nor have any impacts on <br /> beach protection. <br /> The likelihood of this improvement having any impacts to the area's historic <br /> resources is remote. As the site was previously used for cattle grazing, it <br /> would not appear that there are any archaeological features within the area of <br /> the proposed improvements. Should there be any inadvertent finds during <br /> construction of the subdivision,work will stop until clearances are received <br /> from the appropriate County and State agencies. <br /> The proposed action will involve the construction of improvements in a rural- <br /> residential setting. Accordingly, there is a potential visual impact to the area's <br /> scenic and open space resources. However, the project would involve the <br /> construction of a single-family farm dwelling on each of the respective lots. <br /> Further,the scenic sites (Hualalai Mountain or shoreline) in this area would not <br /> be visually affected. <br /> Relative to the Coastal Ecosystems,impacts should be negligible, if at all, as <br /> the site is located nearly 7 miles from the nearest coastline.
