field for team sports such as baseball,football, and/or soccer on another parcel of <br /> land within one-quarter mile of this proposed project and all attributes and location <br /> of the neighborhood park shall be at the sole discretion of the Department of Parks <br /> and Recreation, and an additional two acres of mews on the same parcel as the three- <br /> acre,public neighborhood park. The mews may be private park area and shall be <br /> owned and maintained by the owner's association. <br /> • The preliminary subdivision plat map identifies Lot 22, consisting of 5,000 square <br /> feet, to be set aside as a park to be maintained and managed by the homeowners' <br /> association. This park will be assigned one 5/8-inch water meter for use by park <br /> guests. <br /> • The Applicant, in consultation with the Departments of Planning and Parks and <br /> Recreation, has designed and will construct a 3-acre neighborhood park on a <br /> County-owned parcel located within Alii Sunset subdivision located to the north <br /> of the proposed La`ipala Makai subdivision. A Final Environmental Assessment, <br /> prepared by the Applicant, and subsequent Finding of No Significant Impact <br /> (FONSI)for the development of this park was issued by the Department of Parks <br /> and Recreation on June 25, 2018. Plan Approval for the proposed park was <br /> issued by the Planning Department on November 1, 2018. <br /> As noted above, although a grading permit was secured for this project, work was <br /> postponed due to the loss of financing of the basic project. The Applicant <br /> anticipates receipt of the needed financing and thus would be in a position to <br /> construct the project in conjunction with the 3rd Phase of this project. <br /> D. The applicant shall implement and/or require implementation of water and energy <br /> conservation measures in the development of the houses within the proposed <br /> subdivision, utilizing measures similar to the LEED Standards of the U.S. Green <br /> Building Council, which shall be binding on the owners of the association and owners <br /> of all lots in the proposed subdivision. Compliance with this condition shall be <br /> verified by a LEED certified architect. <br /> • As required by Condition B, Aina Engineers Inc. has prepared water usage <br /> calculations for the proposed 62-lot subdivision that will follow LEED silver <br /> design/certification criteria that defines a baseline use of approximately 320 <br /> gallons per day for each residential unit or total allocation of 19,840 gallons, <br /> which does not exceed the average total daily water usage of 20,000 gallons <br /> allocated to the project by the Department of Water Supply. <br /> E. Final subdivision approval for the first subdivision phase shall be secured within five <br /> (5)years from the effective date of this ordinance.
