JACKSON: Oh, I see, let me zoom out. I think you may be referring to the private sewer that's
<br /> in place in Keauhou, and we do not have a map of that.

<br /> ARAI: Sorry, Maija, this is Daryn. I was wondering if you turned off the road center line,
<br /> would that show visually where the sewer line is located? Yeah, and then if you zoom in, I think
<br /> the red lines will show you where the lines are. And I took a quick look at the construction
<br /> drawings, and even though I'm not an engineer, it does appear from the engineering, civil
<br /> drawings that the line will come down Pi`ilani Street, which is the new access road that will
<br /> connect directly with Alii Drive and then connect with the sewer line heading north that's
<br /> already within Alii Drive. But there is no extension south as currently planned.
<br /> VAN BERGEN: And that's correct. I said south, and I apologize; I meant north. But if you
<br /> look at the construction plans, page 29, 30, and 31, it shows the sewer profile, and Daryn is
<br /> correct; it comes down the newly created Pi`ilani Street, takes a right and heads north and
<br /> connects to the Alii Drive sewer. That's the plans that were submitted to the County.

<br /> KERN: Thank you, Mr. Chair. I just wanted to also just quickly follow up; you asked the
<br /> question on the analysis, and I just wanted to state for the record and tell all the commissioners,
<br /> everyone who is watching for that matter. When somebody comes in for a time extension, be it
<br /> a rezoning or an SMA, we don't just look at it as a time extension for that condition; we actually
<br /> do a full analysis of the entire application, the entire request again, as if it were a brand-new
<br /> application. We send out to the various departments and agencies for their requests and
<br /> comments, and anything that may have changed between the original time of those conditions
<br /> and now that would be necessary, those conditions are then amended. So just wanted to make
<br /> sure that that was clear to everybody that we do a full analysis on it, not just looking at a time
<br /> extension, even though that's what the request is really showing. So if there are any questions to
<br /> that, myself or staff are happy to answer any of those. Thank you.

<br /> FUKE: I've got to unmute myself. Now, I'm just kind of trying to follow up on what, you
<br /> know, Maija Jackson, as well as your counsel Jean Campbell had raised about, you know, like
<br /> when you are looking at conditions, you need to address the nexus question, you know, and also
<br /> the proportionality. So in years past just to provide some background to address this issue
<br /> the, you know, at the request of the Council the County Planning Department came out with an
<br /> overall like impact analysis, and based upon that then they arrived at this formula for your fair
<br /> share contribution, one which would address roadways, wastewater system, solid waste, fire, and
<br /> police protection, and parks, I'm sorry, so, you know, and that has been kind of like the so-called
