Now, we've, in testimony that was provided to us by the Planning Department, we—and in <br /> testimony today—we heard the concerns of the community, and if you, if it's okay with you, <br /> we'd like to briefly touch upon those concerns. <br /> VITOUSEK: Yes, please. <br /> ARAI: Thank yousorry, I have a frog in my throat, my apologies—as staff pointed out, the <br /> project site is not situated within the Kahalu`u Historic District; regardless, though, the applicant <br /> has complied with all archaeological protocols and, as I mentioned, complying with the, <br /> completing the burial treatment plan and the data recovery plans. <br /> The applicant did prepare an updated traffic study that found that the studied intersections in the <br /> vicinity of the project will operate at acceptable levels of service, and that recommends that no <br /> mitigation for future traffic conditions within the project is warranted at least until 2041. <br /> The project will connect to the County sewer as required by the Change of Zone ordinance <br /> thereby protecting groundwater resources within the area. <br /> We did take a look and the project site is situated within the tsunami evacuation area; however, <br /> we believe that with the construction of Pi`ilani Street, it provides another mauka-makai access <br /> to eventually get to La`aloa Avenue in order to evacuate the area in the event of a tsunami. <br /> Let's see, the Alii Drive access point through the makai parcel will be constructed first, as it will <br /> provide the primary and only source of construction related access, you know, during the <br /> development of the proposed subdivision. And eventually, when the subdivision, at least the <br /> first phase, is completed, that roadway will be fully improved in order to provide or serve as the <br /> primary access point for the subdivision thereby relieving some of the traffic strains upon the <br /> adjacent Naniloa and Queen Kalama roadways. <br /> The applicant, as required by the Change of Zone ordinance, and the recommended amendments <br /> to the conditions require the applicant to provide its fair share contributions to roads, parks, <br /> sewer, and protective services, including the development of the three acres, the three-acre <br /> La`aloa Park to the north. <br /> And finally, the applicant will comply with the County's affordable housing requirements. <br /> So with that, we hope we've demonstrated the diligence of the applicant in really pursuing Final <br /> Subdivision Approval, and he was, they were very, very close to getting it as witnessed by the <br /> completion of the construction drawings, and we hope that a favorable recommendation will give <br /> the applicant the opportunity to complete the subdivision as intended by the County Council <br /> back in 2009. So we stand ready to answer any questions if you have. <br /> VITOUSEK: Mahalo.
